From the looks of it, it appears as if it is an old-school "linear" style power supply (adapter) rather than a newer style digital "switching" adapter. That is why it is bigger and heavier than many other adapters you might see.
The old-school "linear" designs can be a good thing, as it means it will create less noise that might possibly leak back into your home's electrical circuits and cause havoc with nearby radios, stereos, etc. Many of the newer style digital "switching" adapters are notorious for causing noise on electrical lines in your home if they are not properly designed (and most of the cheap import adapter from China are not!)
Be careful to note that this adapter only outputs 300ma, which is not a whole lot of power. If you try to use it with equipment that needs more amperage you are going to be very disappointed. Check the amperage need of your equipment before ordering it. GE also makes another adapter that looks very similar to this one but has a higher amperage rating.
